The Nepal Law Commission publishes each Act as one PDF inside a page-flip viewer. You read one law at a time. There is no search across laws, no link to a section, and no way to see which other laws point at it. Amendments appear as a list in the PDF header and as footnotes on the changed words.
The PDFs do have a text layer, but it is wrong in systematic ways. Below is the real output of pdftotext on the Customs Act 2082 PDF, downloaded from the Commission on 7 October 2026.

The errors are regular, so they can be fixed by rule: the font maps some vowel signs and conjuncts to the wrong code points. Many Nepali documents were typed in Preeti, a font that puts Devanagari on Latin keys. Even this 2026 file carries a Preeti title in its metadata: g]kfn ;/sf/sf] is नेपाल सरकारको.
Sheets overlap on purpose. A section that matters to two areas of life sits on both sheets, so a search from either side lands on the same section. The Safe Motherhood Act already points off this sheet, to the Criminal Code on the Crime sheet.
Walk the category listings and read robots.txt. One request every 10 s, one crawler.
Store each PDF once, keyed by its hash. Later runs send a HEAD and refetch only when Last-Modified changes.
anydoc turns the PDF into Markdown on our server. A rule table repairs mis-mapped glyphs; Preeti text is converted to Unicode.
Split into chapters, sections and clauses: परिच्छेद, दफा, उपदफा. Each gets a citation that never changes.
Find references such as दफा ३ बमोजिम and other Acts by name. Amendment lines become status and history.
OpenRouter writes the plain-English explanation and the search embeddings. Each output is tied to the section it explains.
The admin panel puts the PDF page beside the extracted text. A person approves or fixes it before it goes live.

The crawler is deliberately slow. lawcommission.gov.np asks for 10 seconds between requests in its robots.txt, so kanun runs one crawler and never in parallel. At that pace 1,000 documents take 2.8 hours. It runs once, then only fetches what changed. Search is the front door; there is no chat box.
